dell deminsion 4500 locking up at checkpoint [Vini]

I had the power blink off and on. When I tried to re-start my computer it iniatly went to dell logo screen then froze up. After turning off and on a couple times it freezes up at the checkpoint [Vini]. cannot go to safemode and cannot use resource cd to re-boot..

Any ideas ?

Install any new Hardware?
Complete error message would also be helpful...

You can try tapping F2 on starting computer to enter the BIOS once in the bios hit the Alt and E keys and Alt and F.... which resets defaults and clears the NVRAM...
