is it possible to turn a windows media file into a screensaver and if so how can you

You can get programs that will do that kind of thing but its something that sounds better than it is its very disoreitating i find to have video, some cartoons are ok when you have them set to only move when the mouse is idle but a constantly running video is distracting. It also uses a fair amount of system resources.
