Recycling Bin always Empty

Hello,

I delete files from my computer but they don't seem to go to my Recycling bin. In fact my recycling bin is always empty, even after deleting a few files. Also, whenever I empty out my recycling bin it always asks me "If I'm sure I want to delete the 11 files"even if I delete the contents of the recycling bin back to back! Somethings not right and I thing it's some sort of spyware or malware.

Can you anyone help me?
