Layers moving in dreamweaver

Ive put a flash page into dreamweaver, im trying to make it a google search page so the google search needs to be in html (unless you can tell me how to put it in flash) so I put in a layer, over the flash page, put in the HTML into the layer, but the thing keeps on moving in different browsers. How do I get it to stay still?

one thing i have gfound to work is try abolute positioning, inside a relative positioned table, this seems to hold for most browsers but if you could tell me exactly what browsers you are having problems with I could probably do more to help you.
