PC will not power-up

I have a PC that suddenly powered down and would not show any signs of life. It has a ASrock K7VT4+, AMD Sempron 3000+, 512 RAM, 150 GB HD. There is nothing - no lights, sounds or smells. I have tried another good power lead, a new power supply and taking out everything but the video card. Nothing. I tried a power supply from a functional PC - still nothing. I am at the stage of suspecting the CPU - but could it be something I've overlooked? Thanks for any help!
