First of all :
What type of Internet Server do you use ? Apache ? IIS ?
Is your server configured to allow dynamic scripting ? which language could you use ? asp ? php ? perl cgi ?
Next : do you have a database available for your site ? Can you have one installed ?
Third : what do you really expect for your newsletter ? Do you want to manually manage a list of subscriber, or should you prefer to have the NL automatically sent to all of your contacts ?

Forgive me as i dont know technical terms.
I will give u what i know and hopefully u might get the info you need.
I am using frontpage 2003 and i set up basic account with fasthosts.
I use Core ftp lite to upload my data.

Wow, sorry, I didn't saw you answered me...
So... You have an account on fasthosts. Could you please give me the http adress of your site ? I'll take a look to know what sort of server is used. So, we will be able to give you an answer to your question...

IMPORTANT: If you are going to be asking for ANY information from your sites visitors, you MUST make available (on every page) at least a text link to a Privacy Statement letting them know what you're asking for and why your asking....what you are or aren't going to do with that information, etc.
You can get in serious trouble for not having this if you're gathering information from site visitors.
