Windows won't shut down!

My dad just recently got a new computer game and after installing it was instructed to reboot the computer. He did so, and it would go through the procedure until it goes to the XP blue screen where it says "Windows is shutting down" but nothing happens. It stays like that for several minutes and we still have that issue even after my dad uninstalled the same game. What am I supposed to do? (I know I have to scan something but I can't remember...)

do start > run > cmd > shutdown -r -f -t 05
does that cause it to shut down or does the system still hang?

Still hangs, although I noticed two things:

1.) During that shutdown procedure the computer made a "Critical Stop" sound before it shut down.

2.) This is due to the new sound card being installed, but when I had to manually shut down the computer, the speakers made some sort of noise I can't describe here.
