We have distorted pics

My friend has a windows 98 and he is unable to see pics that are sent to him. They either are way to large and distorted or they may be reg size and distorted and is unable to view them. He has tried to adjust his pixel settings but it has not done the trick. Please, any suggestions!

Hello!

What do you mean by distorted?
Is the display set to a low resolution?
Is the display set to a low colour depth?

In addition to ZEUS_GB's questions...

Does this only effect pictures sent to him?
Does he use some kind of web accelerator? If yes, disable the accelerator and give it a try.
