Can't clear the arp cache

Hi, hows it going? I was just having trouble with my internet, sometimes it disconnects and I have to go to repair the connection. When I do repair it, I get the message can't clear the arp cache, for assistance contact the person who manages ur network.

I went into start, run, cmd and typed in netsh inerface ip delete arpcache, but i get a error
"The following helper DLL cannot be loaded: IPPROMON.DLL.
ok."

Anyways, if anyone knows how to fix this problem, plzzzzzzzzzzzzzzzz let me knoww.

Hey Keith thanks for replying. I ran the program and restarted my computer, but I am still getting the same problem. The internet still works, I just have to keep repairing it every 15-30 mintues. Its just annoyin. Any more ideas???
