Slow internet scrolling

I have just cleaned my hard drive and re-installed windows, and at first my computer was VERY slow but after installing some things this was fixed, but now when i am on the internet my pages load fast and my downloads are fast but when looking through the pages when i scroll down it just flashes and then appears in the next position a bit like a scanner. It does this in both opera and internet explorer. I have run a spyware check and a virus scan but have found nothing. I am using a normal Microsoft mouse and dont know what the problem could be. any help would be appreciated thankyou.

Any chance Smooth Scrolling got deactivated?

Note By default, the Use smooth scrolling option is enabled in Internet Explorer.

It is all set to defualt but i have noticed that windows does not think i have a graphics card installed. the DXDiag says nothing at all and the hardware list says nothing either. I think it is a NVidia Ge-Force. i am not sure.

it's Ok i have fixed it i had to go to the NVIDIA site and download the drivers but normally they install through windows like before, but it is all OK now. Thanks
