Knowing who he is will only help you Google it - and that's cheating

Hmm.. you used a double negative, "can't .... not" so the answer is he can be buried in the USA ?

No, effectively the question is:
Why Can't Kevin Laroche, an American living in Canada, be buried in the USA?

This is an unusual paragraph. I'm curious how quickly you can find out what is so unusual about it? It looks so plain you would think nothing was wrong with it! In fact, nothing is wrong with it! It is unusual though. Study it, and think about it, but you still may not find anything odd. But if you work at it a bit, you might find out! Try to do so without any coaching!

the second sentence is a statement and not a question...if there was a comma before "how" then it would be a question.

There are 10 people. Each person has either a black hat or a white hat chosen at random (for instance there could be 10 black hats or 10 white hats or anything inbetween). Their goal is to figure out what color hat they are wearing. Each person can see all the color hats ahead of him but is unable to see behind him nor his own hat of course. Going in order, starting with the first person in the very back (he can see 9 hats in front of him) he is able to call out either "black" or "white". All he may say is 1 word, either, "black" or "white". After he calls out a color it goes in order from the 9th person (he is able to see 8 in front etc.) to the 1st person and they are allowed to decide whether their hat is black or white based on what they see in front of them and what the person/people behind them said (all contestants may only say "black" or "white" but are able to hear what those behind them said). Before hand the people are allowed to discuss a plan. What is a feasible plan to save everyone except the first person/tenth person, assuming it starts in the back.

im takin a shot in the dark at this one...
but where they are only permitted to say one word... they could make a system where the last person would be the one to go by him taking a guess at it, but they could tell eachother what color the person in front of them's hat was by the way they said it. I.E. screaming it Vs. saying it... screaming for white, saying it for black.
So the last person is left to guess, but the person in front of him is wearing a white hat, so no matter what answer he chooses, he is going to yell it.

If you need only to save eight of the ten, the 10th position just states the colour of the hat in front of him. That continues on to the 1st position, who gets a very uncomfortable 50% chance. What is a feasible plan to save everyone except the first person/tenth person, assuming it starts in the back
