Need advice for choosing a video editor

Hello everyone. Basically, I have a number of MPEG's that I would like to fit on one DVD. However, their total size is over 5 gigs, therefore, I need to edit some of them down in size. I don't mind converting some of the MPEG's to AVI if that is my only option but I would prefer to leave them in MPEG format. Before you recommend, here are the guidelines for what I'm looking for in a video converter...

*I don't want to lose audio/video quality in a way that is quite noticeable
*I want the conversions to be fairly quick, not 3 hours to convert one 200mb file
*No spyware

As it happens I've just been researching what's available for quality video editing and output at a reasonable price. The 'top dog' at the moment seems to be 'CyberLink PowerDirector', easy to use and output every bit as good as the original from what I've read on independant reviews. Costs around £50 UK Sterling.
