Can you browse a disc? Do you get any errors?
Does it show up okay in Device Manager? To check, right click My Computer, Manage, Device Manager. Open the category called DVD/CD-ROM Drives (or similar). Do you see it listed? Is there a yellow ! or ? over it?
If so, reinstall the drivers. Right click the drive and choose Update Driver. Reboot the computer. Will it read discs now?
If it appears okay in Device Manager, uninstall it. Right click the drive, choose Uninstall. Reboot and allow Windows to reinstall it. Will it read discs now?
How long have you had this problem? What might have happened with your computer just prior? Have you installed or uninstalled any CD or DVD utility software (like burning software) lately?

Well, if it hasn't read discs since you unplugged it, double check the plug. Unplug and replug it. Be sure you unplug everything from the computer. Be sure to ground youself before reaching inside.

all the cables are plugged in because it opens closes i see the green led flash i installed a driver from a cd for a sata card the other day (after i started to experience the problem) but today the sata driver cd won't boot

So you can't boot to it now? Try a different bootable disc, like your Windows CD if you have it, just to confirm if it's the disc or the drive.

no my windows cd will not boot cant really seem to get anything to happen at all now when i put in a disc i the led at the front flashes 11 times then it continues on as if there is no disc in at all

If you're confident that it's plugged properly, then I think it's time for a new CD/DVD drive. If it's under warranty, call the manufacturer for a replacement.
