Laptop Brightness Decreases Automatically at System Startup

Today I reinstalled Windows Vista and I don't know what I did or If I changed anything but whenever I turn my laptop on and boot into Windows, about 2 mins after turning it on the brightness will fall to 75% instead of being at it's regular 100% all the time, why does it do this ? I've never had any issues with my brightness until today.

Also I would like to add that when I try and change the brightness to 100% it stays at 75% I can't go any higher. If I reboot my system the brightness will stay at 100% until about 2 mins after I log into Windows.

however 2 mins after I boot into Windows it falls back down to 75% and won't allow me to increase it to 100%


Any help would be greatly appreciated !
