Cannot deactivate UAC

Hello.
I'm running Windows Vista Home Premium SP1 and i've come to the point that the UAC pop-up confirmation window has became a pain in the a##. Not for it's security but for it's annoyance. So, i decided to deactive it but i found out that the checkbox that disables the UAC was already not checked. This is very weird because UAC confirmation windows keep showing up (as it would normally do if it were activated) but the UAC enable/disable window says it's deactivated.

How can i deactivate UAC?.

Any help is greatly appreciated.
