I am starting to get the impression that your system is missing some essential parts. They could have been defective before but more likely they were removed with the malware which had either replaced it or attached itself to it.
We will try to start it: You may require the original Windows disk.
To repair Internet Explorer in Windows XP, complete the following procedure while you are logged on as an administrator:
Use the System File Checker tool to scan all of the protected files on your computer:
Click Start, and then click Run.
In the Open box, type sfc /scannow, and then click OK.
