Defrag at 44%! File in use, access denied

I've defragged my computer several times w/different utilities, and I can't get below 44%.

Using Auslogic, I found about a dozen that were in C:\System Value Information that were marked "file in use, access denied." At the time, I had disabled Norton and was running no other program other than those which "pop-up" in the system tray.

44% seems awfully high for fragmentation, but I've also read that there are a number of programs that can't "be touched" that seem to run natively in Windows Vista.

So, I don't know if my computer is having a problem, and, if so, what it might be. Seems to be running fine and at the same speed for the 3 weeks I've had it. Suggestions?

My machine is a Compaq Presario:
Vista Home Premium (32 bit)
Athlon 4450e dual core processor
3 GB Ram
250 Gig HD

C:\System Value Information

System Volume Information rather, are your restore points.
It's normal for defrag program not to touch them.
Try defrag in Safe Mode.

Gave it a shot in Safe Mode. No difference.

Is System Restore worth keeping if it's doing this?

Smart Defrag seems to have been a big help. Thank you very much!

Quick question - is it better to let it run in the background (as it recommends) or just defrag periodically as I choose?

It's a matter of opinion. I have it running in the background, but some people don't like some extra service running all the time.
