Hard Drive or Optical Drive?

I have a rather quick question about these two. When your DVD/CD-R Drive is no longer able to read a certain format, i.e. CD-R or DVD is that a Hard Drive issue or an Optical Drive issue? Sorry for the amateur question here. =/

If the computer works fine except for the optical drive, I'd say, DVD drive is busted.
