which worked? the reboot of the computer or the router? and has it only worked on this machine?

The reboot of the router worked. The other non-working computer, which is a laptop, still won't connect by cable but it's wireless and kept next to the router so no need to fix that. The desktop I'm currently on was the one needing the fix. I tested the onboard NIC after the new one worked and it still didn't work, so I'll just stay on the new NIC.
