She can login fine, the desktop comes up, once it finishing booting, the Windows Vista Welcome Center/Control Panel pops up, then about 5 seconds later, it just shuts down, then restarts itself.
Boots up fine in Safe Mode.
Any suggestions?

Boot the System into Safe Mode then do the following
Try right clicking on Computer> Properties, from there go to System Protection, then click on the advanced tab, under System Start up & Recovery click the settings button, under System Failure make sure the check box is unchecked for automatically restart click apply and reboot.

Also, try system restore from Safe Mode.
