Services Hanging in Windows Vista SP-1

All the sudden a bunch of services are not loading on startup, for example "User Privelege Service" just hangs on "Starting" and nothing happens. When I try to load some other services, such as Remote Access, I receive error messages (see included images). I've tried System Restore and I've tried creating a new Administrator account, neither of which have resolved my problem.

Any input would be greatly appreciated.

By the way, the misspelling in the service name would lead me to believe that there may be some spyware or virus activity on my computer, but all scans have showed up clean.
