setting encryption

since that is the default, you should have some pretty big warning signs going off right now.
To see what is going on, open IE, choose HELP, ABOUT
What does it say as far as encryption?
If it is not 128-but, and you are using ie5.5 or greater, you have an issue.
First step, within IE, TOOLS, INTERNET TOOLS, ADVANCED< click RESTORE DEFAULTS button, Close IE and restart. Check encryption again,
If that fails, it sounds like you have a trojan, some of which disable encryption. I would make a stop at the MALWARE forum in my signature and follow the instructions
