cmd.exe Error

I went to do a virus cleanup and noticed that the infected PC, the virus would not allow the user to execute anything. So I booted the system into Safe Mode and was able to perform a series of virusand spyware scans from a CD, removed all infected files that the scanners picked up.

Well after doing a few minor OS tweaks and rebooted the system, I booted it normally and it came up with this

cmd.exe error.

How do I fix this?

Could this cmd.exe error a registry issue, and if it is what registry cleaners would you recommend?
