You can see the options in boot.ini from the tab in msconfig. This is where the little black window is told to show up. We are talking a few seconds delay not minutes.

The line:
C:\cmdcons\bootsect.dat="Microsoft Windows Recovery Console" /cmdcons

should be present in the boot.ini. So it should look like this:

[boot loader]
timeout=2
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Windows XP Professional" /fastdetect
C:\cmdcons\bootsect.dat="Microsoft Windows Recovery Console" /cmdcons

Usually the timeout is set to 2 seconds but you can change it to 30 if you want to make sure you see the console.

Got to be careful with boot.ini. Easy to keep it from booting.
