Ping Spiking

I do a lot of online gaming and for some reason i have been spiking like crazy. Ive had my isp come out many times and they always say there is nothing wrong. My computer specs:

Processor: AMD Phenom™ II X2 555 Processor (2 CPUs), ~3.2GHz
Memory: 6142GB RAM
Hard Drive: 500 GB
Video Card: NVIDIA GeForce 9600 GT
Monitor: Compaq Q2009 Series Wide LCD Monitor
Sound Card: Speakers (VIA High Definition Audio)
Speakers/Headphones: Razer Barracuda
Keyboard: Saitek Eclipse II Illuminated
Mouse: Logitech g9x
Mouse Surface: Razer Goliathus
Operating System: Windows Vista™ Home Premium (6.0, Build 6002) Service Pack 2 (6002.vistasp2_gdr.100608-0458)
Motherboard: Asus M3A78-CM Motherboard
Computer Case: NZXT Guardian 921 case
