Notify Balloons won't work unless Explorer is killed and restarted

Unlike many, I find the notify balloons of the system tray quite useful, especially with some applications I have installed rather than windows itself.

Anyway, they never really work for me. I installed vista many times over and the balloons only work at the early stages of the system, then something is installed or updated and they just stop working.

I have checked all the needed registry settings, tried all the variations of them: and that's not the problem unfortunately.

The thing is, as the title says: when I deliberately kill explorer and restart it, the notify balloons start working!

How so? Why don't they work right from startup then?
What happens when you kill and restart explorer that gets them working?
Any ideas?
