Ive been downloading torrents off the internet and when im finished instead of getting a single file I have a folder that has several small files with names like tmc-***.r00.

What are these files and how do change them to a windows media player format so I can watch them?

these are parts of a .rar file (similar to a .zip file). Usually people will split up a large .rar file into several smaller ones due to server limits or whatnot. Anyway, you have to use a tool such as Winrar or Winace to combine all of the files into one extractable .rar file, then extract it and play the movie (or whatever it is you downloaded).

By the way, after you install winrar all you have to do is extract tmc-***.r00 (the first one in the set) and assuming you have a complete un-corrupted file set, the remain should automatically extract and combine.
