OK lets go for a full clean install, as it appears that you have a remnant that is running a permanent sandox

Download to your desktop a fresh copy of Avast from here select Pro or AIS as appropriate

Download to your desktop aswclear

Uninstall Avast via add/remove in the control panel
Reboot to safe mode
Run aswclear
Reboot

Reinstall Avast and let me know if the problem is resolved
