crashed hard drive, photos cant be recovered

My computer's hard drive crashed about a month ago. I had nothing backed up, including 2.5 years worth of photos (I know, I know...) I took the computer to Staples Easy Tech and they recovered all documents and other files but only a few photos. I had all my photographs organized in PhotoShop Elements and none of them were recovered. The tech was able to see the files when he plugged my hard drive in, and they appeared to be full, but he got an error any time he tried to transfer them to the back up drive. My next option is to move onto the $1000+ 'forensic' recovery option. Do you think I stand a good chance of having the files recovered? I can't bear to think that the photos are gone but don't want to get my hopes up.
