If you get the same problem with your phone while in your network, then no, reformatting will not work
The problem may be with the devices in the way to your ISP. However I've asked the technicians here for any suggestions and we first need to know if the time and date is set correctly at your computer?

it automatically updates on net so time and date as well as windows are always up to date
