We want to get an Estimation program written (or adapted) for us. We have posted our requirements on Elance as to what it needs to do. We have had a few proposals but most are asking what language we want it written in?.
Any suggestions?
The program needs to be windows based and it will be used for doing quotes, work orders from the quotes,Invoices. With options to email the quotes/Invoices to the customer in PDF as well as Fax, Print etc. and a suiet of reports.
An example of a reply is

"Our proposal is to build this with Telerik Controls for WinForms and MSSQL database (Express is ok for beginning). We have a license from Telerik.
All requested functionality when implemented really shines with Telerik controls. "

Any suggestions would be appreciated
