Try to download, save and install (right click and Run As Admin) the Security Update for Microsoft XML Core Services 4.0 Service Pack 3 for x64-based Systems (KB2721691)

Does it fail?

IF so, Download and Save MSXML 4.0 Service Pack 3 (Microsoft XML Core Services)

Uninstall MSXML 4.0 SP3 Parser

Install (right click and Run As Admin) the downloaded file.

Then try to install the update again.

Error:

Not a valid Win32 Application

I think there are some other important files in my system32 folder that need to be renamed from .old

And a new issue has appeared. I am unable to open the "Programs and Features" from the control panel.

It sounds to me like we may have the 32 bit version of msiexec.exe in C:\windows\system32. Go back in and rename it back to .old then

Start, All Programs, Accessories, right click on Command Prompt and Run as Administrator, Continue. Type with an Enter after each line:


sfc  /scannow

dir  \windows\system32\msiexec.*  >  \junk.txt

notepad  \junk.txt


Copy and paste the text from notepad into a reply.

If you look at the dir output:

20/11/2010 09:24 AM 128,000 msiexec.exe
13/07/2009 09:14 PM 73,216 msiexec.old


SFC has replaced the missing msiexec.exe with a much bigger and newer file. The 73,216 matches the one on my 32 bit system so I think the wrong 32 bit one got installed at some point. Oddly enough 64 bit windows keeps its 64 bit files in System32 and its 32 bit files in SysWow64. Go figure.

Try to install the Security Update for Microsoft XML Core Services 4.0 Service Pack 3 for x64-based Systems (KB2721691) again.
I expect if we get an error it won't be about it not being a 32 bit file.

Copy the next line:


findstr /c:"[SR]" \Windows\Logs\CBS\CBS.log > \junk2.txt


Start, All Programs, Accessories, right click on Command Prompt and Run as Administrator, Continue. Right click and Paste or Edit then Paste and the copied line should appear.

attach the file C:\junk2.txt to your next reply. That will let me see what else sfc is not happy with.

From reading previous posts, amongst the many, I know that windows UAC is disabled
It is a long shot, but having UAC disabled on Windows 7 is not a good idea.

The reasons are complicated, but basically it MAY cause many problems.

  • Open User Account Control Settings by clicking the Start button Posted Image, and then clicking Control Panel. In the search box, type uac, and then click Change User Account Control settings.
reset to default.

Please confirm that it was not so set.

It was on but set to one setting below default. I now have it set to default. Why do you think I cannot access the CBS.log file?

The honest answer is I have no idea, except that I think it is just another indication a large number of errors in the registry, the file systems generally etc.

I thought UAC was actually disabled, sometimes people do turn it off, to get rid of the pormpts that continually ask for permission to proceed.

There is another point that comes to mind.

When rockmilk was assisting you early on in the topic, he advised you do uninstall MSE and install AVAST.

I like MSE, but that is NOT the point, we all have our own preferences.

However I think I remember that MSE failed to uninstall, but nevertheless, AVAST was still installed.

Are you able to confirm that please eg. that you now have AVAST and MSE running.

The other point is I remember that you had a Kingston data USB flash as ready boost, do you still have that in use, as I seem to recall that it was established that the USB ready boost file system basically memory - it provides additional ram was thought to be the cause of the disk errors, if I recall correctly

I have avast now. Not using MSE and I believe it is uninstalled. I cannot access the installed programs menu through control panel. I am no longer using the thumbdrive at all. My UAC was disabled early on but has been enabled for the last couple of weeks.

UPDATE:

I just checked my "Programs and Features" in Control Panel is working again. I do not see MSE.

Another point I noticed, please go Control Panel System, advanced system settings, advanced again, performance, click settings, advanced again, virtual memory - click change,
DO you have a paging file for the C drive if that is the drive with Windows installed on
