No, System Restore gives me the same Volume Shadow Copy Service error.

Based on everything tested I can't find a explanation for the services failing to start.
I suspect you may have the machine infected with something...

You should start a new thread on the Malware Removal section of the forum to get specific help on Malware removing.
Before you post please read Malware and Spyware Cleaning Guide starting from step 2.

When you start a new Topic there make sure you include a link for your post on the Windows Vista and Windows 7 section so the helper can know what we tried to do so far.

After you get a clean bill from the other thread you can get back to this post if the problem isn't solved.
