Somehow I thought we had already tried uninstalling and reinstalling IE:
You can uninstall IE9 easily enough:

Then it will revert back to IE8 which you uninstall this way:

It worked!!! I removed the IE 9 update, rolled it back to IE 8, and now it works!!! OMG!! Do you think I should just keep it as IE 8? I'm concerned about what will happen when it updates again.

I thank you should try downloading and installing IE 9. IF it doesn't work you should be able to uninstall it just like you did this time.

Yep, tried downloading IE9 and it gave me the same warning again, so I reverted to IE8 and it works! Should I be wary of when IE10 comes out inevitably? lol I don't know how to thank you, seriously thank you so much

No idea. If it does come out for Windows 7 then you can try it and if it doesn't work you can revert back to IE8 again.

IF you Merge the scan.reg from post #102 http://www.geekstogo...ost__p__2258802 Does it stop downloading? (noscan.reg in #100 will undo it if necessary.)

Yes, it stopped Chrome from downloading, and it shut down some of Avast's shields, but it didn't actually affect Internet Explorer, that still downloaded

OK. Noscan.reg in post #100 http://www.geekstogo...ost__p__2258645 should put it back the way it was. I guess we can leave it like that. Just remember to manually scan anything you download or better yet submit it to virustotal.com.

Oh okay, so does that mean that even though it may look like Avast is scanning it, it isn't?

If Avast says it is scanning then I would trust it.
