Unable to install programs on windows 7 ultimate

Hi i recently had my toshiba satellite laptop break down so i had it fixed. It had windows 7 home premium but after it was fixed it became windows 7 ultimate -64 bit. When i try to install programs they either work properly or suddenly stop and display an error message code: 2503 or 2502, and on skype its 1603 i believe. I can install google chrome, gimp and other random programs but skype and microsoft office and the software for my tablet will not work.
. I can not find any sort of windows installer
.install shield is available but is not and will not install
.i have tried changing the security access to all forlders
.i have tried booting in safe mode
. i have tried fix cleaner etc..
. i have used comand prompt to do a system scan
. i have tried resetting to previous settings
. i have done everything that i have seen online without any sort of results.

There are MANY forums relating to these topics but nobody knows how to fix it.
if some one has similar problems or knows how to fix this please HELP!!! tired of browsing useless forums that were unable to help other people.

Hi,first of all if the original OS was W.7 Home Premium,you should revert back to that OS.İf you have a disc that can restore your system to factory settings please do that.İf not go to the manufacturers site for your laptop,there should be instructions on how to restore it to factory settings,by pressing certain keys.

You could also go here,if you prefer http://www.askvg.com...bit-and-64-bit/ and download the appropriate version of Windows including the bit (64 or 86) and burn the İSO on a DVD.

You can then boot from that disc and reinstall Windows with the Product Key that should be on your laptop (Probably on the bottom of the laptop) Please make sure to have the CD/DVD Drive FİRST on the list in the BİOS.

İf you're not comfortable doing it yourself,bring the DVD to a pc repair shop and let them install the OS for you.
You should be then good to go.
