computer won't even boot into safe mode

HI, I have been given a friends MSI U135DX attempt to fix . It runs Windows 7 but will only go through Loading files as if it is starting in safe mode but when it comes to start services it freezes & you get "Windows cannot complete installation in safe mode. To continue installing windows, restart the computer" & round & round...
I have tried restoring it to factory settings & also tried to boot it from an external drive with a Windows 7 disc but no joy. Is there anything else I can try?

From what I'm reading you have obviously set the primary boot option in the bios to cdrom as first boot so I'll ask if it gets as far as to allow you to delete any partitions found?
