Usually where the serial number is located on the bottom of a laptop or on the back of a pc.

D51C/P235/40/K/256CUS

If I am reading this correctly it is a D51C model with the following specs.
Intel P235 CPU
40 gig HD
256 Megs of memory.
Does this sound right and is that the current configuration?

that all sounds right except the hard drive now is a 80 gig and the memory is over 1 gig,

How much over 1 gig because at 1 gig you would be at minimum what we suggest running Vista, Win7 or Win8 with.

I think I have 2- sticks of 512 in there...

That would be 1 gig then total.
So even with this memory the system boots fine with XP but does not reboot with Vista correct?
I think the issue still is Vista at this point.

it will boot every time with out a issue with just a new install of vista, as long I do not ad any software or do driver or windows updates...

OK then we know it is a update that is causing it. What you will need to do is one update at a time or a group so that you can keep track of what updates are being installed. This will isolate the problem update and\or driver causing the issue for us to fix it.

ok...that I can do...but before I do that...I am not sure we can isolate it to an update issue tho..

(this was before) I loaded the driver program, never loaded any drivers just did a scan...and just like that, had a restart issue??? then I did a restore to before the software install, and could not get rid of the restart issue till I did a full format, using xp, and then a new install of Vista again...It just seems like no matter what I put on it (software, drivers, windows updates) the restart issue starts...

Don't allow any updates at all even drivers. Once Vista is installed then try to reboot and see if the issue happens before any of that. It will take time but we will have to go about this methodically.

Ok, well it works great on a fresh install...I can restart it over and over, no issue...

Right now tho,I  am doing a new Vista install, to get it back to the state where we can work with it ...

OK then I would suggest doing just a couple of Windows updates at a time so that way you know exactly what is installed at any given time. If nothing happens then we will work on drivers.
