Need advice on web caching

Hi everyone,

 

I've been set a task by a charity who work with schools in remote areas. They'd like a system for caching and serving web pages to multiple computers, for when the internet connection goes down. Apparently it's down about 50% of the time. I've spent a couple of days with programs called pfsense and squid, and have managed to get them up and running but they refuse to serve pages when the system is offline, even though they're cached.

 

So my question is, can anyone recommend a system to serve pages previously cached when the internet connection is down?
