Web platform which impressed me is word press.

you can just code it your self HTML and CSS are very easy to learn and there is soft ware called notepad++ thats free to use to code in. I find it more rewarding to do from scratch and I find it gives you more freedom as in your design. I bet a week learning both CSS and HTML and you'll be able to code a page. You can also download free templates for web pages and then adjust the code to change the design and function if you know a bit of code to.

There are so many learn html and css websites to that are free to use to help you learn something else to think about.  Word press is OK but more limited than coding your own. No matter what you use to make a web page if some one capable wants to hack it they will.
