Can i put htc m8's lcd in s3 neo ? would it work (not talking about fitting just booting and lighting up)

Nope. The connectors would be completely different. Also, I doubt it would even physically fit. Phones don't work like that. Sometimes even from one variant to the next on the same device. A good example of this would be the iPhone 4.

There are a couple of different variants, one for GSM carriers and another for CDMA. The screen from a GSM iPhone 4 won't fit in a CDMA iPhone 4.

Even on more recent devices, like the Samsung Galaxy S4, there are different screens depending on which model of the S4 you have.
