i was deleting some files. but when i restarted my computer, i cannot run any programs because they were looking for a file named drwatson32.exe. did i delete some important file?

No, you didn't delete anything "important", but you did stumble on something that I would consider important. I'd suggest that you click this link and follow the directions there (*especially those concerning posting a HijackThis log in the Malware forum*).
