.jar files not working

I just bought a Lenova yoga 900 2-in-1 laptop and wanted to install a runescape private server (a game I play on my desktop).

I downloaded google chrome and made sure that my java is up to date. When I download the game, it opens an internet explorer tab where it says that I can either open the download or save it. When i click open, it makes a completely new download labeled (the name_(1)) and asks me the same thing. open or save. Im on this endless download for java games.. I can't find a solution.

Any help would be great.
