Did you try disabling the WiFi on your PC? Unplugging the router? Unplugging any cordless telephones or baby monitors?
There is a tool that monitors the WiFi frequencies. See if it shows your keyboard.

Is your connection to the Internet wired then? Does your router offer WiFi? Have you tried turning off the WiFi on the router?

The PC is wired to the router with an Ethernet cable. I turned off the WiFi on the router and nothing changed with the keyboard. I left the router page open in case you want me to change something there. I see a map of the devices using the WiFi and the keyboard is not one of them.

Does the keyboard come with a CD or software drivers you download and install?

No software.

You said you tried a USB keyboard and it failed too?
Copy the next line:
reg query "HKEY_LOCAL_MACHINE\HARDWARE\DEVICEMAP" /s > \junk.txt
Open an Elevated Command Prompt (Admin)
http://www.howtogeek...-in-windows-10/
Right click and Paste (or Edit then Paste) and the copied line will appear. Hit Enter.
Now type
notepad \junk.txt
Hit Enter. Notepad should open. Copy the text from notepad and paste it into a reply.

In addition to the above try copying the next 4 lines
reg query "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\kbdclass" /s >> \junk.txt reg query "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\kbdhid" /s >> \junk.txt reg query "HKEY_CURRENT_USER\Control Panel\Accessibility" /s >> \junk.txt reg query "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E96B-E325-11CE-BFC1-08002BE10318}" /s >> \junk.txt
notepad \junk.txt

The only differences are in Bold:
HKEY_CURRENT_USER\Control Panel\Accessibility\Keyboard ResponseAutoRepeatDelay REG_SZ 1000BounceTime REG_SZ 0Last BounceKey Setting REG_DWORD 0x0Last Valid Delay REG_DWORD 0x0Last Valid Repeat REG_DWORD 0x0Last Valid Wait REG_DWORD 0x3e8AutoRepeatRate REG_SZ 0DelayBeforeAcceptance REG_SZ 2000Flags REG_SZ 127
1000 and 126 are the values on both my Win 10 & 7. Don't know what the Flags difference means but it wouldn't hurt to try changing it to 126.
Are you using the on-screen keyboard?
Does the keyboard stop working at login or as soon as windows boots?
If at login have you tried creating a new user with admin power and logging in as the new user?
Can you plug in your USB keyboard and repeat the last post?

I know the USB keyboard didn't work but troubleshooting a USB keyboard is simpler than troubleshooting a wireless one. If we can get it to work we might get the wireless to work.
Rereading your first post I see that it works until you sign in so we may be looking at something user specific.
Create a new user:
https://www.howtogee...-in-windows-10/
Give it admin rights and then log off your normal account and log on the new account. Does the keyboard work?
