Windows 10 not starting; device mapping table appears

Running win10 on an older GPD mini laptop. Startup goes immediately a device mapping table (never seen this before). Hitting Escape during startup, I can get to the BIOS. these are the only 2 screens I can get to. Willing to reinstall new operating system but computer doesn't recognize anything I plug into the USB port. Any suggestions?
