Lenovo thinkpad T470 power problem

Cant get above mentioned to open up. Power On button keeps fluctuating(turning bright, then darkening) . I noticed that power adapter was not completely inserted in household power receptacle, so unit mat not have been charging properly. Could this be the problem. The charge cable is now connected.
