Download the file I attached and rename it to macafee.reg
Doubleclick the file and confirm you want to merge it with the registry.

Then reboot. If that does not solve the "safe mode prompt"
post a new HijackThis log

If it does you can proceed to install IE6 SP1

If I right click the file, and copy shortcut and paste it in my address bar, would it still be the same as clicking the file for download?

okay, I right clicked the file, and copy shortcut and pasted it in my address bar... then copy/pasted the info onto notepad...saved it as mcafee.reg, merged it, shut down puter for a few min, and started it back up. I still got the black screen asking if I wanted normal, safe mode, etc.

GRRRRRRR!

Select the correct language and install IE6 SP1

Before you reboot select Normal Startup in MSconfig

Okay, IE6 SP1 is installed. I did the MSCONFIG> General> Start in normal mode>apply>ok, and it still shows the black screen asking how I wish to start... normal mode, safe mode, etc.

Where do we go from here?

Click Start > Programs > Accessories > System Tools > System Information.
On the Tools menu, click System Configuration Utility.
Click Advanced, and then click to disable the Startup Menu check box.

And let me know of you can open things in a new window now

A friend of mine who has had a lot more experience with Windows 98 sent me these two options:

1.Go to my computer, view/folder options/file types (or control panel, folder options depending on your operating system).
Scroll down to the URL:Hypertext Transfer Protocols, click edit twice and make sure the following is in the application used to perform action box:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome

The same applies for URL:Gopher

DDE should be set to: "%1",,-1,0,,,,
Application should say: IExplore
DDE application not running should be blank
Topic should be: WWW_OpenURL

2. Use regsrch.vbs to search for WWW_OpenURL
Post the results
