How can I make an X path formula that will require users to fill out a field in the form only under a certain condition.

Here's my issue...

If Someone has an Engine Made by the manufacturer Cummins then we need the CPL#, if not then that part of the field should not be required.
Is there a way that I can require that a field have a value before submission under a certain circumstance.
