I already purged my system of IE with the program IEradicator and then tried to load IE 6.0 again but got an error message: IE6WZD caused a page fault in module WININET.DLL at 0167:6300ca81. So now I do not have IE on board and can not reload it to use my OUTLOOK EXPESS program

This will rebuild rather than restore the registry and also replace missing or corrupt system files
Boot the PC and keep tapping F8 right after the beep until you get options, select command prompt only, type scanreg.exe /fix then press enter, it will run through a few screens then say registry repaired. Press enter then press ctrl + alt + delete keys together to reboot.
When it has loaded, click start, all programmes, accessories, system tools, system information, tools then run system file checker and replace any files it asks for from the 98SE CD then reboot.
Once all the files for Windows are on, you should be able to install IE6 either from Microsoft.com or using the Windows CD and add / remove Windows components

Well, I followed your instructions and there were no files reported to be replaced (which is good since I don't have the 98 program disk, the computer came with it installed).
In any case THE PROBLEM STILL EXISTS. I can not load IE. I get the Wininet.DLL fault error message. I hope you have some more ideas.
