I have pictures and it says its a pva file how can I open it

Hmmm, this seems to be a file from Hauppage Digital Video Broadcast software (see this link). I have to assume this is either a DVB archive, or an impropper file extension.

You could try changing the file extension to the most common picture extensions, and see if you can get it to open (try .jpg, .gif, .bmp, .png, .tif).
