Resampling audio of an avi file

Hello everyone,

I am currently stuck on trying to resample some mp3 audio on a number of avi video files that I created from Vegas. The audio is currently sample at 48000hz and I would like to attempt to down-sample to 22050hz if possible. I have tried loading it in virtualdub, but am having errors when trying to down-sample (audio becomes distorted and prolonged - like it is in slow-motion).

Does anyone know how to down-sample in VirtualDub or recommend any other program (perferebly free or open source) to downsample audio in avi files?
